PREAMBLE
 

Pace Avenir takes place within the framework of the Opened Method of Co-ordination which has been developed/defined by the European Council of Lisbon as a mechanism for combining cohesion and national diversity. This method is particularly focused on the implementation of Objective 4 which was defined by the European Council of Nice : “to mobilise the partners as a whole”.
This project is based on the wish to pursue the Community dynamic as far as exchanges of views and thoughts are concerned. This dynamic arouse on the occasion of the organisation of the “European Conference on Social Exclusion in rural areas” which took place on 19 – 20 October 2000 in Clermont-Ferrand as part of the framework the framework of the MSA Plan Against Poverty
