A methodological guide, based on the analysis of approach and actors, in the Member States, will be drafted and disseminated at the European level in order to help the various actors in their tasks and to improve their common know how. This guide will be a tool to better answer the needs of the rural poor or excluded populations.

It will also be a tool to develop a collective training curriculum for the local public or private actors in each member State.

At the same time the right conditions will be created to enable an effective ground for consultation and brain storming between the local and national actors. The dynamic thus created in each partner country will favour a better sensitisation to the rural dimension of exclusion in the future.
