Title and identification of the action programme: Kiltyclogher & Cashel Cros-Border Community Development Project.
Origin and context of the action programme: This cross-border area is characterised by accelerated social, economic & agricultural decline due to a number of factors outwith the control of local communities, namely border closures between the two areas due to security measures implemented as a direct result of the conflict in Northern Ireland, general changes and the decline in rural life in Ireland and the more recent difficulties encountered by the farming industry in Ireland.

The area between West Fermanagh (NI) and North Leitrim (ROI) forms a natural rural hinterland which self-supported both sides of the border on both a social & business basis. It encompases the townland area of Cashel and the village of Kiltyclogher known affectionately as 'Kilty'. The area would be part of a natural rural basin between the main regional towns of Enniskillen, Sligo & Donegal Town.

The action programme was located in 2 areas in the immediate geographical border region, namely Cashel & Kiltyclogher. Cashel is in Co. Fermanagh in Northern Ireland and Kiltyclogher is in Co. Leitrim in the Republic of Ireland.
Aims and objectives of the action: To draw on the tremendous voluntary work carried during the 'troubles' over the last 30 years and the unselfish work done to hold the communities together which has resulted in 2 community-owned tourism enterprises (Leitrim Lakes Hostel & Courthouse Self-Catering Apartment) as well as the building of Cashel Community Centre and the development of 2 strong Community Associations who have worked to maintain stable and vibrant communities supporting 3 annual festivals in Drama, Traditional Music & Angling as well as developing a wide social programme of community groups serving Young People, Senior Citizens & Women.
Titles of main actions of the programme: - To develop a sports facility (five-a-side football, tennis & handball) - Now complete.
- To develop a new camping facility as an extension to the Leitrim Lakes Hostel - Now Complete.
- To develop a housing project to address the housing shortage & large numbers of derelict buildings in the area - 1 year on-going.
- To develop a community-owned business enterprise project to regenerate the area and provide 'real' employment & training opportunities - development plan now in place and being developed further. Plan includes using empty premises in the village to be renovated into units to maintain the character of the village.
- To address the social need of the area particularly in relation to Young People & Senior Citizens - a new Senior Citizens group has been established and is now undertaking a partnership with the more established Senior Citizens group in Cashel. Also involvement in the initiation of a Youth Forum to build links & co-ordinate the Youth Services in this part of the border region.
- To contribute to the ongoing development of the 3 annual festivals.
Target population: Approx. population of the immediate border region covered by the project is 1000.
Dates or period of the action programme: Phase 1 - 18 contracts for Community Development Worker: from April 1999 to October 2000.
Phase 2 - Employment of a Community Development Worker to further develop a fully inclusive social & health development programme (2000 - 2003) - Employment of an Enterprise Development Worker to develop the new business enterprise project and further develop both private & community owned enterprise (2000 - 2003). Both posts will work in both jurisdictions.

  1) Kiltyclogher & Cashel Housing Project - over the last year a partnership has been evolving between the main housing providers both north & south of the border. Through a housing audit empty & derelict premises have been identified. This has led to a programme by both agencies to undertake an innovative programme to facilitate local owners to access funding under existing criteria to bring the building back into use.
2) This in turn has led to the development of a business enterprise plan using properties identified in the housimg audit as potential sites for business enterprise units within the village, regenerating the village inkeeping with its original character.
